MAINTAINERS: add Ondrej Mosnacek as a SELinux reviewer
Add Ondrej as a trusted SELinux reviewer. Ondrej has a long history
of providing quality SELinux kernel patches and we're lucky to have
him as an official SELinux reviewer.
