As the capabilites and capability bounding set are per user namespace
properties it is safe to allow changing them with just CAP_SETPCAP
permission in the user namespace.

Remove the test for the impossible case where tsk->nsproxy == NULL. Fork
will never be called with tsk->nsproxy == NULL.
Only call get_nsproxy when we don't need to generate a new_nsproxy,
and mark the case where we don't generate a new nsproxy as likely.
Remove the code to drop an unnecessarily acquired nsproxy value.

The issue is that when the task group leader of an init process exits
before other tasks of the init process when the init process finally
exits it will be a secondary task sleeping in zap_pid_ns_processes and
waiting to wake up when the number of hashed pids drops to two. This
case waits forever as free_pid only sends a wake up when the number of
hashed pids drops to 1.
To correct this the simple strategy of sending a possibly unncessary
wake up when the number of hashed pids drops to 2 is adopted.
Sending one extraneous wake up is relatively harmless, at worst we
waste a little cpu time in the rare case when a pid namespace
appropaches exiting.
We can detect the case when the pid namespace drops to just two pids
hashed race free in free_pid.
Dereferencing pid_ns->child_reaper with the pidmap_lock held is safe
without out the tasklist_lock because it is guaranteed that the
detach_pid will be called on the child_reaper before it is freed and
detach_pid calls __change_pid which calls free_pid which takes the
pidmap_lock. __change_pid only calls free_pid if this is the
last use of the pid. For a thread that is not the thread group leader
the threads pid will only ever have one user because a threads pid
is not allowed to be the pid of a process, of a process group or
a session. For a thread that is a thread group leader all of
the other threads of that process will be reaped before it is allowed
for the thread group leader to be reaped ensuring there will only
be one user of the threads pid as a process pid. Furthermore
because the thread is the init process of a pid namespace all of the
other processes in the pid namespace will have also been already freed
leading to the fact that the pid will not be used as a session pid or
a process group pid for any other running process.

Change the ordering of device hotplug locks in scan.c so that
acpi_scan_lock is always acquired after device_hotplug_lock.
This will make it possible to use device_hotplug_lock around some
code paths that acquire acpi_scan_lock safely (most importantly
system suspend and hibernation). Apart from that, acpi_scan_lock
is platform-specific and device_hotplug_lock is general, so the
new ordering appears to be more appropriate from the overall
design viewpoint.

Add support for PMC (now Chingis, part of ISSI) Pm25LV512 (512 Kib),
Pm25LV010 (1 Mib) and Pm25LQ032 (32 Mib) SPI Flash chips.
This patch addresses two generations of PMC SPI Flash chips:
- Pm25LV512 and Pm25LV010: these have 4KiB sectors and 32KiB
blocks. The 4KiB sector erase uses a non-standard opcode
(0xd7). They do not support JEDEC RDID (0x9f), and so they can only
be detected by matching their name string with pre-configured
platform data. Because of the cascaded acquisitions, the datasheet
is no longer available on the current manufacturer's website,
although it is still commonly used in some recent wireless routers
(<https://forum.openwrt.org/viewtopic.php?pid=186360#p186360>). The
only public datasheet available seems to be on GeoCities:

- Pm25LQ032: a newer generation flash, with 4KiB sectors and 64KiB
blocks. It uses the standard erase and JEDEC read-ID

mtd: m25p80: introduce SST_WRITE flag for SST byte programming
Not all SST devices implement the SST byte programming command.
Some devices (like SST25VF064C) implement only standard m25p80 page
write command.
Now SPI flash devices that need sst_write() are explicitly marked
with new SST_WRITE flag and the decision to use sst_write() is based
on this flag instead of manufacturer id.

The panic strings are hard to read and on narrow terminals some
characters are simply truncated off the panic message.
Make is slightly prettier with a newline in the Hyp panic strings.

Compilers before 4.6 do not behave well with unnamed fields in structure
initializers and therefore produces build errors:

By refering to the unnamed union using braces, both older and newer
compilers produce the same result.

THe kvm_set_pte function was actually assigning the entire struct to the
structure member, which should work because the structure only has that
one member, but it is still not very nice.

Commit dc975382 "net: fec: add napi support to improve proformance"
converted the fec driver to the napi model. However, that commit
forgot to remove the call to skb_defer_rx_timestamp which is only
needed in non-napi drivers.
(The function napi_gro_receive eventually calls netif_receive_skb,
which in turn calls skb_defer_rx_timestamp.)
This patch should also be applied to the 3.9 and 3.10 kernels.

While looking into MLDv1/v2 code, I noticed that bridging code does
not convert it's max delay into jiffies for MLDv2 messages as we do
in core IPv6' multicast code.
RFC3810, 5.1.3. Maximum Response Code says:
The Maximum Response Code field specifies the maximum time allowed
before sending a responding Report. The actual time allowed, called
the Maximum Response Delay, is represented in units of milliseconds,
and is derived from the Maximum Response Code as follows: [...]
As we update timers that work with jiffies, we need to convert it.

My static checker complains that on some arches unsigned longs can be 8
characters which is larger than the buffer is only 6 chars.
Additionally, Ben Hutchings points out that the buffer actually holds
big endian data and the buffer we are reading from is CPU endian.

commit 8728c544a9cbdc ("net: dev_pick_tx() fix") and commit
b6fe83e9525a ("bonding: refine IFF_XMIT_DST_RELEASE capability")
are quite incompatible : Queue selection is disabled because skb
dst was dropped before entering bonding device.
This causes major performance regression, mainly because TCP packets
for a given flow can be sent to multiple queues.
This is particularly visible when using the new FQ packet scheduler
with MQ + FQ setup on the slaves.
We can safely revert the first commit now that 416186fbf8c5b
("net: Split core bits of netdev_pick_tx into __netdev_pick_tx")
properly caps the queue_index.
