rust: pci: implement TryInto<IrqRequest<'a>> for IrqVector<'a>
Implement TryInto<IrqRequest<'a>> for IrqVector<'a> to directly convert a pci::IrqVector into a generic IrqRequest, instead of taking the indirection via an unrelated pci::Device method.
