Consider .max_reg_power in struct ieee80211_channel to limit the
maximum power the wireless device allowed to transmit on the
corresponding channel according to the regulatory domain.

Update the proper firmware programming sequence to fix GTK rekey
offload failure on WPA mixed mode.
In the mt76_connac_mcu_key_iter,
gtk_tlv->proto should be only set up on pairwise key
and gtk_tlk->group_cipher should be only set up on the group key.
Otherwise, those parameters required by firmware would be set
incorrectly to cause GTK rekey offload failure on WPA mixed mode
and then disconnection follows.

The dma would be broken after rmmod flow. There are two different
cases causing this issue.
1. dma access without privilege.
2. hw access sequence borken by another context.
This patch handle both cases to avoid hw crash.

The bit fields of tx rate idx should be 6 bits, otherwise it might be
incorrect in HT mode.
For VHT/HE rates, only 4 bits are actually used by rate idx, the other
2 bits are used for other functions.

Switch proper tx arbiter mode during testmode tx to prevent from
entering the flow of normal tx in FW.

Fix the current driver mgmt frame is not respecting the basic rates field
provided by the AP and then unconditionally is using the lowest (1 or 6
Mbps) rate.
For example, if the AP only supported basic rate {24, 36, 48, 54} Mbps,
mt7921 cannot send mgmt frame with the rate not in the group. So,
instead, we pick up the lowest basic rate the AP can support to send.

mt7921 is mainly used in NB, CE and IoT application where battery life is
much concerned so the patch enabled PCIe ASPM by default to shut off the
clocks related PCIe as much as possible when MT7921 is either in suspend
state or in runtime pm to lower power consumption.
We still leave disable aspm as an option with module_param for users to
disable ASPM if necessary.

to mt7663. The patch fixes mt76_connac_gtk_rekey_tlv structure according
to the MT7663 and MT7921 firmware we have submitted into
linux-firmware.git.

The spi-altera driver has two flavors: platform and dfl. I'm seeing
a case where I have both device types in the same machine, and they
are conflicting on the SPI ID:

Both the platform and dfl drivers use the parent's driver ID as the SPI
ID. In the error case, the parent devices are dfl_dev.4 and
subdev_spi_altera.4.auto. When the second spi-master is created, the
failure occurs because the SPI ID of 4 has already been allocated.
Change the ID allocation to dynamic (by initializing bus_num to -1) to
avoid duplicate SPI IDs.

The nvme-loop's admin queue may be freed and reallocated, and we have to
reset the flag of NVME_CTRL_ADMIN_Q_STOPPED so that the flag can match
with the quiesce state of the admin queue.
nvme-loop is the only driver to reallocate request queue, and not see
such usage in other nvme drivers.

The current blk_mq_quiesce_queue() and blk_mq_unquiesce_queue() always
stops and starts the queue unconditionally. And there can be concurrent
quiesce/unquiesce coming from different unrelated code paths, so
unquiesce may come unexpectedly and start queue too early.
Prepare for supporting concurrent quiesce/unquiesce from multiple
contexts, so that we can address the above issue.
NVMe has very complicated quiesce/unquiesce use pattern, add one atomic
bit for makeiing sure that blk-mq quiece/unquiesce is always called in
pair.

When irdma_ws_add fails, irdma_ws_remove is used to cleanup the leaf node.
This lead to holding the qos mutex twice in the QP resume path. Fix this
by avoiding the call to irdma_ws_remove and unwinding the error in
irdma_ws_add. This skips the call to irdma_tc_in_use function which is not
needed in the error unwind cases.

i.e. no VLAN case.
