dt-bindings: ARM: Mediatek: Document devicetree bindings for clock/reset controllers

This adds the binding documentation for the apmixedsys, perisys and
infracfg controllers found on Mediatek SoCs.

+
+The topckgen controller uses the common clk binding from
+Documentation/devicetree/bindings/clock/clock-bindings.txt
+The available clocks are defined in dt-bindings/clock/mt*-clk.h.
