ARC: remove redundant READ_ONCE() in cmpxchg loop
This patch reverts commit 7082a29c22ac ("ARC: use ACCESS_ONCE in cmpxchg loop"). It is not necessary to use READ_ONCE() because cmpxchg contains barrier.
