net: dsa: xrs700x: forward HSR supervision frames
Forward supervision frames between redunant HSR ports. This was broken
in the last commit.
Fixes: 1a42624aecba ("net: dsa: xrs700x: allow HSR/PRP supervision dupes for node_table")
