usb: dwc3: Set GUSB2PHYCFG.ENBLSLPM
GUSB2PHYCFG.ENBLSLPM enables the controller to assert low power signals
to the PHY. Unless disabled via device property, explicitly set
GUSB2PHYCFG.ENBLSLPM as it may not be set by default.
