[NET]: Introduce SIOCGSTAMPNS ioctl to get timestamps with nanosec resolution
Now network timestamps use ktime_t infrastructure, we can add a new ioctl() SIOCGSTAMPNS command to get timestamps in 'struct timespec'. User programs can thus access to nanosecond resolution.
