dt-bindings: Add reset manager offsets for Arria10
The reset manager for is pretty similar to the one for SoCFPGA cyclone5/arria5 except for a few offsets. This patch adds those offsets. Signed-off-by: Dinh Nguyen <dinguyen@opensource.altera.com>
