Pull iommufd updates from Jason Gunthorpe:
"Some polishing and small fixes for iommufd:
- Remove IOMMU_CAP_INTR_REMAP, instead rely on the interrupt
subsystem

- Support VFIO_NOIOMMU mode with iommufd
