The 4U fans do not need a different "tach-pulses" property than the 2U
machine. In addition, the "maxim,fan-dual-tach" property does not exist
upstream yet, so it should also be removed.

The 4U fans didn't have the correct properties since the fan nodes
were redefined. Fix this by referencing each fan individually and
adding the differences to the 4U fans.

Add a device-tree for the Rainier 4U system. Change the model name
on the existing Rainier device-tree to 2U, and remove the two
extra power supplies that are only present on the 4U system. Also
add labels to the fan nodes for use in the 4U device-tree.
