Move all of the ARM-specific initialization into one function namely
acpi_arm_init(), so it is not necessary to modify/update bus.c every
time a new piece of it is added.

Returning an error value in a platform driver's remove callback results in
a generic error message being emitted by the driver core, but otherwise it
doesn't make a difference. The device goes away anyhow.
So instead of triggering the generic platform error message, emit a more
helpful message if a problem occurs and return 0 to suppress the generic
message.
This patch is a preparation for making platform remove callbacks return
void.

When building with W=1, we get the following warning:

Include AGDI driver's header file to pull in the prototype definition
for acpi_agdi_init() to get rid of the compiler warning

ACPI for Arm Components 1.1 Platform Design Document v1.1 [0] specifices
Arm Generic Diagnostic Device Interface (AGDI). It allows an admin to
issue diagnostic dump and reset via an SDEI event or an interrupt.
This patch implements SDEI path.
