Previously we masked PCIe Link Control 2 register values with "7 << 9", which was apparently intended to be the Transmit Margin field, but instead was the high order bit of Transmit Margin, the Enter Modified Compliance bit, and the Compliance SOS bit. Correct the mask to "7 << 7", which is the Transmit Margin field. cik_pcie_gen3_enable() is only called by cik_common_hw_init(), which is never called in atomic context. cik_pcie_gen3_enable() calls mdelay() to busily wait, which is not necessary. mdelay() can be replaced with msleep(). Switch hawaii and bonaire to use powerplay rather than the old dpm implementation. Powerplay supports more features and is better maintained.
