As intel_pm.[ch] used to contain much more, intel_pm.h was included in a
lot of places. Many of them are now unnecessary. Remove.

Each gt contains an independent instance of pcode. Extend pcode functions
to interface with pcode on different gt's. To avoid creating dependency of
display functionality on intel_gt, pcode function interfaces are exposed in
terms of uncore rather than intel_gt. Callers have been converted to pass
in the appropritate (i915 or intel_gt) uncore to the pcode functions.

For dgfx, we do not need to reconfigure the IA/ring frequencies of the
main processors as they are distinct devices.

i915_irq.c is large. One reason for this is that has a large chunk of
the GT render power management stashed away in it. Extract that logic
out of i915_irq.c and intel_pm.c and put it under one roof.

Although the ring management is much smaller compared to the other GT
power management functions, continue the theme of extracting it out of
the huge intel_pm.c for maintenance.
