Right now, satellite tuner drivers specify frequencies in kHz,
while terrestrial/cable ones specify in Hz. That's confusing
for developers.
However, the main problem is that universal tuners capable
of handling both satellite and non-satelite delivery systems
are appearing. We end by needing to hack the drivers in
order to support such hybrid tuners.
So, convert everything to specify tuner frequencies in Hz.
Plese notice that a similar patch is also needed for frontends.

Drop the FSF's postal address from the source code files that typically
contain mostly the license text. Of the 628 removed instances, 578 are
outdated.
The patch has been created with the following command without manual edits:

Most release callback functions are identical: free the "tuner_priv"
and clear it. Let's eliminate some bloat by providing this simple
implementation in the dvb_frontend library.

The dprintk() macro relies on continuation lines. This is not
a good practice and will break after commit 563873318d32
("Merge branch 'printk-cleanups").
So, instead of directly calling printk(), use pr_foo() macros,
adding a \n leading char on each macro call.

The indentation on this driver were deadly broken. On lots
of places, it was using 4 spaces instead of tab to indent.
On other parts, it were using tabs.
Also, on several places, it were not even being properly aligned,
as reported by smatch:

My first idea were to leave it as-is or to just touch the above.
However, this won't be fixing anything. So, as painful as it
is, let's fix indentation globally on the driver, and then
address the inconsistencies.
Hopefully, this driver doesn't have much patches, so it likely
won't conflict to any other patch during this merge window.
Besides the big size of this patch, no functional changes
were done.
