The MODIFY_HCA_VPORT_CONTEXT uses field_selector to mask fields needed

Instead MLX5_TOTAL_VPORTS, use mlx5_eswitch_get_total_vports().
mlx5_eswitch_get_total_vports() in subsequent patch accounts for SF
vports as well.
Expanding MLX5_TOTAL_VPORTS macro would require exposing SF internals to
more generic vport.h header file. Such exposure is not desired.
Hence a mlx5_eswitch_get_total_vports() is introduced.
Given that mlx5_eswitch_get_total_vports() API wants to work on const
mlx5_core_dev*, change its helper functions also to accept const *dev.

When ECPF is eswitch manager, it has the privilege to query and
configure the mac and node guid of host PF.
While vport number of host PF is 0, the vport command should be
issued with other_vport set in this case as the cmd is issued by
ECPF vport(0xfffe).

Commands referring to vports use the following scheme:
1. When referring to my own vport, put 0 in vport and 0 in other_vport.
2. When referring to another vport, put the vport number of the
referred vport and put 1 in other_vport. It was assumed that driver
is accessing other vport when vport number is greater than 0.
With the above scheme, the case that ECPF eswitch manager is trying
to access host PF vport will fall over with scheme 1 as the vport
number is 0. This is apparently wrong as driver is trying to refer
other vport.
As such usage can only happen in the eswitch context, change relevant
functions to provide other vport input properly.

In smartnic env, if the host (PF) driver is not an e-switch manager, we
are not allowed to apply eswitch ports setups such as vlan (VST),
spoof-checks, min/max rate or state.
Make sure we are eswitch manager when coming to issue these callbacks
and err otherwise.
Also fix the definition of ESW_ALLOWED to rely on eswitch_manager
capability and on the vport_group_manger.
Operations on the VF nic vport context, such as setting a mac or reading
the vport counters are allowed to the PF in this scheme.
The modify nic vport guid code was modified to omit checking the
nic_vport_node_guid_modify eswitch capability.
The reason for doing so is that modifying node guid requires vport group
manager capability, and there's no need to check further capabilities.

There are systems platform information management interfaces (such as
HOST2BMC) for which we cannot disable local loopback multicast traffic.
Separate disable_local_lb_mc and disable_local_lb_uc capability bits so
driver will not disable multicast loopback traffic if not supported.
(It is expected that Firmware will not set disable_local_lb_mc if
HOST2BMC is running for example.)
Function mlx5_nic_vport_update_local_lb will do best effort to
disable/enable UC/MC loopback traffic and return success only in case it
succeeded to changed all allowed by Firmware.

When mlx5_ib_add is called determine if the mlx5 core device being
added is capable of dual port RoCE operation. If it is, determine
whether it is a master device or a slave device using the
num_vhca_ports and affiliate_nic_vport_criteria capabilities.
If the device is a slave, attempt to find a master device to affiliate it
with. Devices that can be affiliated will share a system image guid. If
none are found place it on a list of unaffiliated ports. If a master is
found bind the port to it by configuring the port affiliation in the NIC
vport context.
Similarly when mlx5_ib_remove is called determine the port type. If it's
a slave port, unaffiliate it from the master device, otherwise just
remove it from the unaffiliated port list.
The IB device is registered as a multiport device, even if a 2nd port is
not available for affiliation. When the 2nd port is affiliated later the
GID cache must be refreshed in order to get the default GIDs for the 2nd
port in the cache. Export roce_rescan_device to provide a mechanism to
refresh the cache after a new port is bound.
In a multiport configuration all IB object (QP, MR, PD, etc) related
commands should flow through the master mlx5_core_dev, other commands
must be sent to the slave port mlx5_core_mdev, an interface is provide
to get the correct mdev for non IB object commands.

- en_flow_table.[ch]: Ethernet flow steering handling. The flow table
