There are a few Ocelot chips that contain the logic for this bus, but are
controlled externally. Specifically the VSC7511, 7512, 7513, and 7514. In
the externally controlled configurations these registers are not
memory-mapped.
Add support for these non-memory-mapped configurations.

Until now, the MDIO bus will have the hardware default bus frequency.

The driver doesn't support clause 45 register access yet, but doesn't
check if the access is a c45 one either. This leads to spurious register
reads and writes. Add the check.

The LAN966x has two internal PHYs which are in reset by default. The
driver already supported the internal PHYs of the SparX-5. Now add
support for the LAN966x, too. Add a new compatible to distinguish them.
The LAN966x has additional control bits in this register, thus convert
the regmap_write() to regmap_update_bits() to leave the remaining bits
untouched. This doesn't change anything for the SparX-5 SoC, because
there, the register consists only of reset bits.

This driver can have up to two regmaps. If the second one is registered
its debugfs entry will have the same name as the first one and the
following error will be printed:
[ 3.833521] debugfs: Directory 'e200413c.mdio' with parent 'regmap' already present!
Give the second regmap a name to avoid this.

In the blamed commit, the second memory resource was not considered
anymore as optional. On some platforms like sparx5 the second resource
is optional. So add it back as optional and restore the comment that
says so.

According to the documentation the second resource is optional. But the
blamed commit ignores that and if the resource is not there it just
fails.
This patch reverts that to still allow the second resource to be
optional because other SoC have the some MDIO controller and doesn't
need to second resource.

Move all the MDIO drivers and multiplexers into drivers/net/mdio. The
mdio core is however left in the phy directory, due to mutual
dependencies between the MDIO core and the PHY core.
Take this opportunity to sort the Kconfig based on the menuconfig
strings, and move the multiplexers to the end with a separating
comment.
