This patch includes 2 changes:
1. Firmware expects to disable thermal protect first before
reconfiguring.
2. Separate setting thermal_protect and setting thermal_tx_duty into
different functions. These two firmware commands do not need to send
together.

init_work
Enable thermal management by default shall not be executed during mcu
init. This causes thermal configuration being reset to the firmware
default settings.

The commit 006b9d4ad5bf introduced phy->band_idx to accommodate the
band definition change for mt7986 so that the band_idx of main_phy
can be 0 or 1. Accordingly, the source of band_idx 1 has switched to
"phy != &dev->phy" or "dev->phy.band_idx = 1".
We still use ext_phy to represent band 1 somewhere in driver, so fix it.
Also, band_idx sounds more reasonable than dbdc_idx, so change it.

The SPR parameter set comprises OBSS PD threshold for SRG and
non SRG and Bitmap of BSS color and partial BSSID. This adds
support to configure fields of SPR element to firmware.
User can disable firmware SR algorithms by turning sr_scene_detect off.

In previous, we only allow user to configure tx antenna mask
contiguously (e.g. 0x3, 0xf).
This patch allows user to configure tx antenna mask interleavingly
(e.g. 0x5, 0x8). By setting proper antenna mask and nss, user can
prioritized the signal of different antennas, which helps to test
their performance in normal mode.

A variant of mt7916 supports up to 3 tx/rx paths but with only
2 spatial streams. An example usage of the 3rd path is to server as
an auxiliary for beamforming.
In order to deal with this case, this patch reworks some parts to
correctly use paths or streams.

Given that there's no data coming from network stack for binding flows,
hence driver counts and reports station's statistics directly through
NL80211_STA_INFO_* based on active PPDU based TxS for offloading data.
Apart from that, WA firmware and its offloading engine (SDO) have hardcoded
"2" as PID, so we introduce MT_PACKET_ID_WED to differentiate WED reporting.
Note that PPDU format TxS is mutually exclusive with MT_TXD5_TX_STATUS_HOST.

The wfsys of MT7986 has only single adie chip for non-dbdc devices,
and it binds to band1 by default. Hence this patch adds band_idx to
explicitly configure phy accordingly.

Client mode on DFS channels was broken, because the old code was activating
the DFS detector on radar channels while leaving it in CAC state.
This was caused by making the decision based on the channel radar flag,
instead of hw->conf.radar_enabled.
In order to properly deal with the various corner cases, rip out the state
handling code and replace it with something that's much easier to reason
about.

The radar detctor is used for dfs channel. So it will start after switching
to dfs channel and will stop after leaving. The TX will be blocked if radar
detctor isn't stopped in non-dfs channel.
This patch resets the dfs state to indicate the radar detector needs to be
stopped.

mt7915_mcu_background_chain_ctrl routines to configure rx dfs dedicated chain.
This is a preliminary patch to add zero-wait dfs support performing CAC
detection on rdd2.

bssinfo/starec disabled commands are sent during removing interface.
However, if we don't set corresponding enabled commands before
removing interface, the fw may enter an exception state due to
some NULL structs.
For example, the following commands can cause fw timeout in our newer
chips:
ifconfig wlan0/mon0 up
ifconfig wlan0/mon0 down
Fix this by setting enabled commands once interface added.
