MT8365 encode the pins mode differently than other
MTK pinctrl drivers that use the PINCTRL_MTK common code.
Add 3 new fields in mtk_pinctrl_devdata in order to store how
pin modes are encoded into the register. At the
same time update all the pinctrl driver that depends on
CONFIG_PINCTRL_MTK.

The Kconfig for this driver is currently:
config PINCTRL_MT6397
bool "Mediatek MT6397 pin control" if COMPILE_TEST && !MFD_MT6397
...meaning that it is currently not being built as a module by anyone.
Lets remove the modular code that is essentially orphaned, so that
when reading the driver there is no doubt it is builtin-only.
Since module_init translates to device_initcall in the non-modular
case, the init ordering remains unchanged with this commit.
We also delete the MODULE_LICENSE tag etc. since all that information
is already contained at the top of the file in the comments.
Also note that MODULE_DEVICE_TABLE is a no-op for non-modular code.

platform_driver does not need to set the owner field, as it will be
populated by the driver core, so just remove it.
The semantic patch that makes this change is available
in scripts/coccinelle/api/platform_no_drv_owner.cocci.

Add mt6397 support using mediatek common pinctrl driver.
mt6397 is a PMIC, and pinctrl/GPIO is part of 6397 chip.
Pinctrl/GPIO driver should obtain regmap from PMIC,
so adding this support to common code.
Also, mt6397 is no need to support interrupt controller,
so changing common code to skip it.
