List wlan_network is built properly with init_list_head and
list_add_tail which cancels out its probability of being NULL because of
the precence of list_head at the top of this structure. Hence, the NULL
test can be omitted.

There are a few remaining drivers/staging/*/Kconfig files that do not
have SPDX identifiers in them. Add the correct GPL-2.0 identifier to
them to make scanning tools happy.

Colin King reported a bug in read_bbreg_hdl():
memcpy(pcmd->rsp, (u8 *)&val, pcmd->rspsz);
The problem is that "val" is uninitialized.
This code is obviously not useful, but so far as I can tell
"pcmd->cmdcode" is never GEN_CMD_CODE(_Read_BBREG) so it's not harmful
either. For now the easiest fix is to just call r8712_free_cmd_obj()
and return.

When system resume and the rtl8712u dongle didn't lose its power, it
doesn't work quite right:

The !netif_running() check in PM callbacks aren't correct because
rtl8712u doesn't support runtime suspend, so the when the PM ops get
called, it's system suspend or system resume, hence we want to "stop
everthing" or "resume everything".
The NULL check on pnetdev is also redundant, the only place pnetdev can
become NULL is the disconnect callback, which is mutually exclusive to
PM callbacks.
This can make rtl8712u starts working after system resume.

An USB wireless dongle uses rtl8712u stops working after system
suspend/resume.
When a USB device lost its power during suspend, the USB core knows the
power was lost and a reset-resume or a re-probe is required. But rtl8712u
provides a dummy reset-resume callback, which gets called and renders
the device dead after resume.
So remove the reset-resume call back, if power was lost during suspend,
let the USB core unbind and probe the device to solve the issue.

In commit 8b7a13c3f404 ("staging: r8712u: Fix possible buffer
overrun") we fix a potential off by one by making the limit smaller.
The better fix is to make the buffer larger. This makes it match up
with the similar code in other drivers.

When strncpy() is called with source and destination strings the same
length, gcc 8 warns that there may be an unterminated string. Using
strlcpy() rather than strncpy() forces a null at the end and quiets the
warning.

Pull staging and IIO updates from Greg KH:
"Here are the big staging/iio patches for 4.19-rc1.
Lots of churn here, with tons of cleanups happening in staging
drivers, a removal of an old crypto driver that no one was using
(skein), and the addition of some new IIO drivers. Also added was a
"gasket" driver from Google that needs loads of work and the erofs
filesystem.
Even with adding all of the new drivers and a new filesystem, we are
only adding about 1000 lines overall to the kernel linecount, which
shows just how much cleanup happened, and how big the unused crypto
driver was.
All of these have been in the linux-next tree for a while now with no
reported issues"

Bump the IEEE80211_MAX_AMPDU_BUF size to 0x100 for HE support
and - for now - use IEEE80211_MAX_AMPDU_BUF_HT everywhere.
This is derived from my internal patch, parts of which Luca
had sent upstream.
