The private MV88E6390_PCS_CONTROL_1 definitions in serdes.h reflects
the IEEE 802.3 standard PCS control register 1 definitions, only
offset by 0x1000 in the PHYXS register space. Rather than inventing
our own, use those that already exist, and name the register
MV88E6390_10G_CTRL1.

Clear the link partner advertisement, speed, duplex and pause when
the link goes down, as other phylib drivers do. This avoids the
stale link partner, speed and duplex settings being reported via
ethtool.

Soft-reset the PHY when coming out of low power mode, which seems to
be necessary with firmware versions 0.3.3.0 and 0.3.10.0.

Add a separate set of PCS operations, which MAC drivers can use to
couple phylink with their associated MAC PCS layer. The PCS
operations include:
- pcs_get_state() - reads the link up/down, resolved speed, duplex
and pause from the PCS.
- pcs_config() - configures the PCS for the specified mode, PHY
interface type, and setting the advertisement.
- pcs_an_restart() - restarts 802.3 in-band negotiation with the
link partner
- pcs_link_up() - informs the PCS that link has come up, and the
parameters of the link. Link parameters are used to program the
PCS for fixed speed and non-inband modes.

The port_link_state method is only used by mv88e6xxx_port_setup_mac(),
which is now only called during port setup, rather than also being
called via phylink's mac_config method.
Remove this now unnecessary optimisation, which allows us to remove the
port_link_state methods as well.

Setting the speed independently of duplex makes little sense; the two
parameters result from negotiation or fixed setup, and may have inter-
dependencies. Moreover, they are always controlled via the same
register - having them split means we have to read-modify-write this
register twice.
Combine the two operations into a single port_set_speed_duplex()
operation. Not only is this more efficient, it reduces the size of the
code as well.

phylink_mac_change() is supposed to be called with a 'false' argument
if the link has gone down since it was last reported up; this is to
ensure that link events along with renegotiation events are always
correctly reported to userspace.
Read the BMSR once when we have an interrupt, and report the link
latched status to phylink via phylink_mac_change(). phylink will deal
automatically with re-reading the link state once it has processed the
link-down event.

Extend the mv88e6xxx phylink implementation down to Serdes PHYs, which
handle the PCS layer of such links.
- Implement phylink PCS link state reading, so that we can provide
ethtool with the linkmodes and link speed in the expected manner.
Note: this will only be called for in-band negotiation, which is
only supported by the serdes interfaces.
- Implement phylink PCS configuration, so that the in-band AN and
advertisement can be configured.
- Implement phylink PCS negotiation restart, so that the in-band AN
can be restarted.
- Implement phylink PCS link up, so that when operating out-of-band,
the Serdes can be configured for the appropriate fixed speed mode.

The SGMII/1000base-X serdes register set is a clause 22 register set
offset at 0x2000 in the PHYXS device. Rather than inventing our own
defintions, use those that already exist, and name the register
MV88E6390_SGMII_BMCR. Also remove the unused MV88E6390_SGMII_STATUS
definitions.

Place the 88x3310 into powersaving mode when probing, which saves 600mW
per PHY. For both PHYs on the Macchiatobin double-shot, this saves
about 10% of the board idle power.

Add support for the energy detect power down tunable, which saves
around 600mW when the link is down. The 88x3310 supports off, rx-only

Propagate the resolved link parameters via the mac_link_up() call for
MACs that do not automatically track their PCS state. We propagate the
link parameters via function arguments so that inappropriate members
of struct phylink_link_state can't be accessed, and creating a new
structure just for this adds needless complexity to the API.

Read the copper autonegotiation results from the copper specific
status register, rather than decoding the advertisements. Reading
what the link is actually doing will allow us to support downshift
modes.

When setting VLANs on DSA switches, the VLAN is added to both the port
concerned as well as the CPU port by dsa_slave_vlan_add(), as well as
any DSA ports. If multiple ports are configured with the same VLAN ID,
this triggers a warning on the CPU and DSA ports.
Avoid this warning for CPU and DSA ports.

Improve the initial MAC configuration so we get a configuration which
more represents the final operating mode, in particular with respect
to the flow control settings.
We do this by:
1) more fully initialising our phy state, so we can use this as the
initial state for PHY based connections.
2) reading the fixed link state.
3) ensuring that in-band mode has sane pause settings for SGMII vs
802.3z negotiation modes.
In all three cases, we ensure that state->link is false, just in case
any MAC drivers have other ideas by mis-using this member, and we also
take account of manual pause mode configuration at this point.
This avoids MLO_PAUSE_AN being seen in mac_config() when operating in
PHY, fixed mode or inband SGMII mode, thereby giving cleaner semantics
to the pause flags. As a result of this, the pause flags now indicate
in a mode-independent way what is required from a mac_config()
implementation.

When ethtool -A is used to change the pause modes, the pause
advertisement is not being changed, but the documentation in
uapi/linux/ethtool.h says we should be. Add that capability to
phylink.

Use the new phy_get_pause() helper to get the resolved pause modes for
a PHY rather than resolving the pause modes ourselves. We temporarily
retain our pause mode resolution for causes where there is no PHY
attached, e.g. for fixed-link modes.

Split the application of manually controlled flow control modes from
phylink_resolve_flow(), so that we can use alternative providers of
flow control resolution.
We also want to clear the MLO_PAUSE_AN flag when autoneg is disabled,
since flow control can't be negotiated in this circumstance.

Remove the ability for ethtool -A to change the pause settings for
fixed links; if this is really required, we can reinstate it later.
Andrew Lunn agrees: "So I think it is safe to not implement ethtool
-A, at least until somebody has a real use case for it."
Lets avoid making things too complex for use cases that aren't being
used.

Add a couple of helpers to resolve negotiated flow control. Two helpers
are provided:
- linkmode_resolve_pause() which takes the link partner and local
advertisements, and decodes whether we should enable TX or RX pause
at the MAC. This is useful outside of phylib, e.g. in phylink.
- phy_get_pause(), which returns the TX/RX enablement status for the
current negotiation results of the PHY.
This allows us to centralise the flow control resolution, rather than
spreading it around.

Move the initialisation of the link partner state earlier, inside
marvell_read_status_page(), so we don't have the same initialisation
scattered amongst the other files. This is in a similar place to
the genphy implementation, so would result in the same behaviour if
a PHY read error occurs.
This allows us to get rid of marvell_read_status_page_fixed(), which
became a pointless wrapper around genphy_read_status_fixed().

We see multiple issues with the implementation/interface to compute
whether a memory block can be offlined (exposed via
/sys/devices/system/memory/memoryX/removable) and would like to simplify
it (remove the implementation).
1. It runs basically lockless. While this might be good for performance,
we see possible races with memory offlining that will require at
least some sort of locking to fix.
2. Nowadays, more false positives are possible. No arch-specific checks
are performed that validate if memory offlining will not be denied
right away (and such check will require locking). For example, arm64
won't allow to offline any memory block that was added during boot -
which will imply a very high error rate. Other archs have other
constraints.
3. The interface is inherently racy. E.g., if a memory block is detected
to be removable (and was not a false positive at that time), there is
still no guarantee that offlining will actually succeed. So any
caller already has to deal with false positives.
4. It is unclear which performance benefit this interface actually
provides. The introducing commit 5c755e9fd813 ("memory-hotplug: add
sysfs removable attribute for hotplug memory remove") mentioned
"A user-level agent must be able to identify which sections
of memory are likely to be removable before attempting the
potentially expensive operation."
However, no actual performance comparison was included.
Known users:
- lsmem: Will group memory blocks based on the "removable" property. [1]
- chmem: Indirect user. It has a RANGE mode where one can specify
removable ranges identified via lsmem to be offlined. However,
it also has a "SIZE" mode, which allows a sysadmin to skip the
manual "identify removable blocks" step. [2]
- powerpc-utils: Uses the "removable" attribute to skip some memory
blocks right away when trying to find some to offline+remove.
However, with ballooning enabled, it already skips this
information completely (because it once resulted in many false
negatives). Therefore, the implementation can deal with false
positives properly already. [3]
According to Nathan Fontenot, DLPAR on powerpc is nowadays no longer
driven from userspace via the drmgr command (powerpc-utils). Nowadays
it's managed in the kernel - including onlining/offlining of memory
blocks - triggered by drmgr writing to /sys/kernel/dlpar. So the
affected legacy userspace handling is only active on old kernels. Only
very old versions of drmgr on a new kernel (unlikely) might execute
slower - totally acceptable.
With CONFIG_MEMORY_HOTREMOVE, always indicating "removable" should not
break any user space tool. We implement a very bad heuristic now.
Without CONFIG_MEMORY_HOTREMOVE we cannot offline anything, so report
"not removable" as before.

Other users of is_mem_section_removable() will be removed next, so that
we can remove is_mem_section_removable() completely.
