Make the free rt extent count a part of the lazy sb counters when the
realtime groups feature is enabled. This is possible because the patch
to recompute frextents from the rtbitmap during log recovery predates
the code adding rtgroup support, hence we know that the value will
always be correct during runtime.

To prepare for re-enabling delalloc on RT devices, track the data blocks
(which use the RT device when the inode sits on it) and the indirect
blocks (which don't) separately to xfs_mod_delalloc, and add a new
percpu counter to also track the RT delalloc blocks.

Use the same summary counter calculation infrastructure to generate new
values for the in-core summary counters. The difference between the
scrubber and the repairer is that the repairer will freeze the fs during
setup, which means that the values should match exactly.
