Implement automatic switching of XDP programs and execution modes if
needed by a test. This makes it much simpler to write a test as it
only has to say what XDP program it needs if it is not the default
one. This also makes it possible to remove the initial explicit
attachment of the XDP program as well as the explicit mode switch in
the code. These are now handled by the same code that just checks if a
switch is necessary, so no special cases are needed.
The default XDP program for all tests is one that sends all packets to
the AF_XDP socket. If you need another one, please use the new
function test_spec_set_xdp_prog() to specify what XDP programs and
maps to use for this test.

Get rid of the built-in XDP program that was part of the old libbpf
code in xsk.c and replace it with an eBPF program build using the
framework by all the other bpf selftests. This will form the base for
adding more programs in later commits.

Remove unnecessary code in the control path. This is located in the
file xsk.c that was moved from libbpf when the xsk support there was
deprecated. Some of the code there is not needed anymore as the
selftests are only guaranteed to run on the kernel it is shipped
with. Therefore, all the code that has to deal with compatibility of
older kernels can be dropped and also any other function that is not
of any use for the tests.

Load and attach the XDP program only once per XDP mode that is being
executed. Today, the XDP program is loaded and attached for every
test, then unloaded, which takes a long time on real NICs, since they
have to reconfigure their HW, in contrast to veth. The test suite now
completes in 21 seconds, instead of 207 seconds previously on my
machine. This is a speed-up of around 10x.
This is accomplished by moving the XDP loading from the worker threads
to the main thread and replacing the XDP loading interfaces of xsk.c
that was taken from the xsk support in libbpf, with something more
explicit that is more useful for these tests. Instead, the relevant
file descriptors and ifindexes are just passed down to the new
functions.

Do not close descriptors that have never been used. File descriptor
fields that are not in use are erroneously marked with the number 0,
which is a valid fd. Mark unused fds with -1 instead and do not close
these when deleting the socket.

Copy libbpf_strlcpy() from libbpf_internal.h to bpf_util.h, and rename it
to bpf_strlcpy(), then replace selftests strncpy()/libbpf_strlcpy() with
bpf_strlcpy(), fix compile warning.
The libbpf_internal.h header cannot be used directly here, because
references to cgroup_helpers.c in samples/bpf will generate compilation
errors. We also can't add libbpf_strlcpy() directly to bpf_util.h,
because the definition of libbpf_strlcpy() in libbpf_internal.h is
duplicated. In order not to modify the libbpf code, add a new function
bpf_strlcpy() to selftests bpf_util.h.
How to reproduce this compilation warning:

The put lowers the reference count to 0 and frees ctx, reading it
afterwards is invalid. Move the put after the uses and determine the
last use by the reference count being 1.

Currently, xsk_socket__delete frees BPF resources regardless of ctx
refcount. Xdpxceiver has a test to verify whether underlying BPF
resources would not be wiped out after closing XSK socket that was
bound to interface with other active sockets. From library's xsk part
perspective it also means that the internal xsk context is shared and
its refcount is bumped accordingly.
After a switch to loading XDP prog based on previously opened XSK
socket, mentioned xdpxceiver test fails with:
not ok 16 [xdpxceiver.c:swap_xsk_resources:1334]: ERROR: 9/"Bad file descriptor
which means that in swap_xsk_resources(), xsk_socket__delete() released
xskmap which in turn caused a failure of xsk_socket__update_xskmap().
To fix this, when deleting socket, decrement ctx refcount before
releasing BPF resources and do so only when refcount dropped to 0 which
means there are no more active sockets for this ctx so BPF resources can
be freed safely.

Currently, xsk_setup_xdp_prog() uses anonymous xsk_socket struct which
means that during xsk_create_bpf_link() call, xsk->config.xdp_flags is
always 0. This in turn means that from xdpxceiver it is impossible to
use xdpgeneric attachment, so since commit 3b22523bca02 ("selftests,
xsk: Fix bpf_res cleanup test") we were not testing SKB mode at all.
To fix this, introduce a function, called xsk_setup_xdp_prog_xsk(), that
will load XDP prog based on the existing xsk_socket, so that xsk
context's refcount is correctly bumped and flags from application side
are respected. Use this from xdpxceiver side so we get coverage of
generic and native XDP program attach points.

Currently bpf_link probe is done for each call of xsk_socket__create().
For cases where xsk context was previously created and current socket
creation uses it, has_bpf_link will be overwritten, where it has already
been initialized.
Optimize this by moving the query to the xsk_create_ctx() so that when
xsk_get_ctx() finds a ctx then no further bpf_link probes are needed.

Remove deprecated xsk APIs from libbpf. But given we have selftests
relying on this, move those files (with minimal adjustments to make them
compilable) under selftests/bpf.
We also remove all the removed APIs from libbpf.map, while overall
keeping version inheritance chain, as most APIs are backwards
compatible so there is no need to reassign them as LIBBPF_1.0.0 versions.
