PCI: microchip: Rename PLDA functions to be generic
Rename mc_pcie_setup_window() to plda_pcie_setup_window() and
mc_pcie_setup_windows() to plda_pcie_setup_iomems() so they can be shared
by all PLDA-based drivers.
