powerpc/radix: Move some functions into #ifdef CONFIG_KVM_BOOK3S_HV_POSSIBLE
With skiboot_defconfig, Clang reports:

enclosed in a #ifdef CONFIG_KVM_BOOK3S_HV_POSSIBLE
Move below functions inside that #ifdef
