wait_for_completion_interruptible_timeout()
There is a confusing pattern in the kernel to use a variable named
'timeout' to store the result of
wait_for_completion_interruptible_timeout() causing patterns like:
timeout = wait_for_completion_interruptible_timeout(...)
if (!timeout) return -ETIMEDOUT;
with all kinds of permutations. Use 'time_left' as a variable to make the
code self explaining.

'tegra_vde_h264_frame' has been unused since
commit 313db7d235a0 ("media: staging: tegra-vde: Remove legacy UAPI
support").
Remove it.

When the current picture is a field, store each field into the
unordered_list and preserve both top and bottom picture order
count.

In preparation for adding field decoding support, convert the byte arrays
for reflist into array of struct v4l2_h264_reference. That struct will
allow us to mark which field of the reference picture is being referenced.
