On ARM the cpuid is dependent on the core type of the CPU in
question. The PMU was passed for the sake of the CPU map but this
means in places a temporary PMU is created just to pass a CPU
value. Just pass the CPU and fix up the callers.
As there are no longer PMU users in header.h, shuffle forward
declarations earlier to work around build failures.

Use the cpu to read the MIDR file requested. If the "any" value (-1) is
passed that keep the behavior of returning the first MIDR file that can
be read.

ARM BIG.little has no notion of a constant CPUID for both core
types. To reflect this reality, change the get_cpuid function to also
pass in a possibly unused logical cpu.
If the dummy value (-1) is passed in then ARM can, as currently happens,
select the first logical CPU's "CPUID".
The changes to ARM getcpuid happen in a follow up change.

Currently variant and revision fields are masked out of the MIDR so
it's not possible to compare different versions of the same CPU.
In a later commit a workaround will be removed just for N2 r0p3, so
enable comparisons on version.
This has the side effect of changing the MIDR stored in the header of
the perf.data file to no longer have masked version fields. It also
affects the lookups in mapfile.csv, but as that currently only has
zeroed version fields, it has no actual effect. The mapfile.csv
documentation also states to zero the version fields, so unless this
isn't done it will continue to have no effect.
There is an existing weak default strcmp_cpuid_str() function, and an
x86 version. This adds another version for arm64.

map accesses appear. Wrap it in the new accessor to fix the error:

Add an arm64 version of get_cpuid(), which is used for various annotation
and headers - for example, I now get the CPUID in "perf report --header",
as shown in this snippet:
# hostname : ubuntu
# os release : 5.5.0-rc1-dirty
# perf version : 5.5.rc1.gbf8a13dc9851
# arch : aarch64
# nrcpus online : 96
# nrcpus avail : 96
# cpuid : 0x00000000480fd010
Since much of the code to read the MIDR is already in get_cpuid_str(),
factor out this code.
Tester notes:
I tested this patch on my new ARM64 Kunpeng 920 server.
[root@node1 zsk]# ./perf --version
perf version 5.6.rc1.g2cdb955b7252
Both perf list and perf stat can work.
