The function wait_local_port_listen() is the only function defined in
net_helper.sh. Since some tests source both lib.sh and net_helper.sh,
we can simplify the setup by moving wait_local_port_listen() to lib.sh.
With this change, net_helper.sh becomes redundant and can be removed.

Commit 29b036be1b0b ("selftests: drv-net: test XDP, HDS auto and
the ioctl path") added an sample XDP_PASS prog in net/lib, so
that we can reuse it in various sub-directories. Delete the old
sample and use the one from the lib in existing tests.

The BPF sources moved with bpf_offload.py have a suffix of .bpf.c
which seems to be useful convention. Rename the 2 other BPF sources
we had. Use wildcard in the Makefile, since we can match all those
files easily now.

Several net tests requires an XDP program build under the ebpf
directory, and error out if such program is not available.
That makes running successful net test hard, let's duplicate into the
net dir the [very small] program, re-using the existing rules to build
it, and finally dropping the bogus dependency.

The sockets used by udpgso_bench_tx aren't always ready when
udpgso_bench_tx transmits packets. This issue is more prevalent in -rt
kernels, but can occur in both. Replace the hacky sleep calls with a
function that checks whether the ports in the namespace are ready for
use.

After commit afef88e65554 ("selftests/bpf: Store BPF object files with
.bpf.o extension"), we should use xdp_dummy.bpf.o instade of xdp_dummy.o.
In addition, use the BPF_FILE variable to save the BPF object file name,
which can be better identified and modified.

In some conditions, background processes in udpgro don't have enough
time to set up the sockets. When foreground processes start, this
results in the test failing with "./udpgso_bench_tx: sendmsg: Connection
refused". For instance, this happens from time to time on a Qualcomm
SA8540P SoC running CentOS Stream 9.
To fix this, increase the time given to background processes to
complete the startup before foreground processes start.

Since commit 8fffa0e3451a ("selftests/bpf: Normalize XDP section names in
selftests") the xdp_dummy.o's section name has changed to xdp. But some
tests are still using "section xdp_dummy", which make the tests failed.
Fix them by updating to the new section name.

Extends the existing udp programs to allow checking for proper
GRO aggregation/GSO size, and run the tests via a shell script, using
a veth pair with XDP program attached to trigger the GRO code path.
