staging: rtl8723bs: clean up braces
Add or remove braces or remove lines to fix coding style issues and
clear checkpatch.

CHECK: Unbalanced braces around else statement
CHECK: braces {} should be used on all arms of this statement
CHECK: Blank lines aren't necessary before a close brace '}'
