drm/xe: Implement madvise ioctl for xe
This driver-specific ioctl enables UMDs to control the memory attributes for GPU VMAs within a specified input range. If the start or end addresses fall within an existing VMA, the VMA is split accordingly. The attributes of the VMA are modified as provided by the users.
