wifi: ath11k: advertise NL80211_FEATURE_TX_POWER_INSERTION
Now that driver is capable of inserting Tx power, advertise the support
for the same to upper layers.
Tested-on: QCN9074 hw1.0 PCI WLAN.HK.2.9.0.1-02146-QCAHKSWPL_SILICONZ-1
