Solve the locking mess by deferring the release of unreferenced LPIs after the ap_list_lock is released. Mark these to-be-released LPIs specially to avoid racing with vgic_put_irq() and causing a double-free. Since references can only be taken on LPIs with a nonzero refcount, extending the lifetime of freed LPIs is still safe.
