Pull pci fixes from Bjorn Helgaas:
- Remove vmd restriction on children using MSI-X because VMD does in
fact support both MSI and MSI-X for children (Nam Cao)
- Fix a NULL pointer dereference in the xilinx interrupt handler (Nam
Cao)
