It can be used when we want to pass through PCI devices to UML
while it's up and running. PCI devices can be passed through to
UML using the same syntax as the command line option:
(mconsole) config vfio_uml.device=<domain:bus:slot.function>

Ensure devices are assigned only once. Reject subsequent requests
for duplicate assignments.

Implement a new virtual PCI driver based on the VFIO framework.
This driver allows users to pass through PCI devices to UML via
VFIO. Currently, only MSI-X capable devices are supported, and
it is assumed that drivers will use MSI-X.
