KVM: arm64: vgic-init: fix a kernel-doc warning
Change the function comment block to kernel-doc format to prevent a kernel-doc warning: arch/arm64/kvm/vgic/vgic-init.c:448: warning: This comment starts with '/**', but isn't a kernel-doc comment.
