As indicated in

DT schema files should not have 'Device Tree Binding' as part of there
title: line. Remove this in most .yaml files, so hopefully preventing
developers copying it into new .yaml files, and being asked to remove
it.

The binding has a typo where resets-names should read reset-names, which in
turn leads to a warning when the example is validated, since reset-names is
being used, and the binding prevent the usage of any property that isn't
described.

Add the bindings for the PCIe PHY on Lantiq VRX200 and ARX300 SoCs.
The IP block contains settings for the PHY and a PLL.
The PLL mode is configurable through a dedicated #phy-cell in .dts.
