The target is to provide a clear entry point(for power routines).
Also this can help to maintain a clear view about the frameworks
used on different ASICs. Hopefully all these can make power part
more friendly to play with.

Polaris and vegam use count for the value rather than
level. This looks like a copy paste typo from when
the code was adapted from previous asics.
I'm not sure that the SMU actually uses this value, so
I don't know that it actually is a bug per se.

This was noticed by Gustavo and his -Wimplicit-fallthrough
patches. However, in this case, I believe we should have breaks
rather than falling though, that said, in practice we should
never fall through in the first place so there should be no
change in behavior.

Compare the current vrefresh in addition to the number of displays
when determining whether or not the smu needs updates when changing
modes. The SMU needs to be updated if the vbi timeout changes due
to a different refresh rate. Fixes flickering around mode changes
in some cases on polaris parts.

As the SAMU ip was not supported in linux,
so delete the SAMU support in powerplay on

PP_ASSERT_WITH_CODE prints a newline at the end of the message string,
so the message string does not need to include a newline explicitly.

This is what I'd call slightly overengineered, we waste 40k on
storing a value that is write or end, when we could just use the
register value to denote end.
